Conscience Vote - Wikipedia, the free encyclopedia
A conscience vote or free vote is a type of vote in a legislative body where legislators are allowed to vote according to their own personal conscience rather than according to an official line set down by their political party. It can also be used to indicate crossbench members of a hung parliament where confidence and supply is provided to allow formation of a minority government but the right to vote on conscience is retained.

I don't know for sure who that anonymous ghostwriter is, but the most likely suspect by far would be Greg Moore, the head of Americans for Prosperity-New Hampshire.

Voting by Conscience
The only difference between the voting booth and the conscience is we usually have to wait in line to get into one of them. Apart from that, the same thing is supposed to happen in each place as that small cubicle reveals me to myself.

In many if not most jurisdictions this would mean registering as No Party Affiliation (NPA), or whatever is its equivalent in a particular state or other subdivision of government.
